The Value of Swiss eGovernment Cooperation

In a short statement the members of the steering committee explain their commitment to providing support for Swiss eGovernment cooperation.

« The administration has not escaped the trend towards mobility and digitisation. Information should be accessible at all times no matter where people are. Citizens should be able to participate actively in the direct democratic process, e.g. via e-voting, even when on the go. With the implementation of the eGovernment Strategy Switzerland, the Confederation, the cantons and the communes are jointly promoting the service-orientated administration. At the same time, eGovernment helps to deal with the continually growing number of tasks of the administration. It is important for employees to be able to use digitisation for more efficient and leaner processes. »

« Today, we have two good electronic voting systems. The cantons now have to decide which system they want to use. It is no longer a question of whether electronic voting will be introduced, but when. Parliament has high expectations. Words must now be turned into action. All voters should be able to cast their vote via the internet. I will also be committed to this in the eGovernment Switzerland steering committee. »

« To allow companies to process transactions with the authorities with as little bureaucracy as possible, the Confederation, the cantons and the communes are focussing on expanding electronic services for businesses. One of the key projects here is the establishment of an inter-federal one-stop shop for companies. The public administration is thereby making an important contribution to the competitiveness of Switzerland as a business location. »

« In a bid to step up the interaction between citizens and the government, eGovernment aims to provide high-quality services by facilitating access to information and responding effectively to people's needs. With the advent of the digital age, which promotes a culture of participation, all citizens can play a role in shaping public services in line with their needs and expectations. Online services enable all inhabitants to participate actively in decision-making in their region. Against this backdrop, the participation of everyone must be a priority. Electronic voting, for example, gives people with disabilities their first chance to exercise their political rights in an independent and reliable manner. The eGovernment Strategy Switzerland is part of an effort to achieve an open, innovative and modern administration in order to position Switzerland as a recognised player in the area. »

«The Confederation, the cantons and the communes set their own priorities based on their needs and strategy when implementing electronic government services. However, many processes in business transactions require the exchange of data between the authorities. To allow this exchange to take place, harmonisation and coordination are required. One example of this is the electronic notification of a house move. The full potential of this can only be exploited if it is available nationwide and the public can also send notification of intercantonal house moves electronically. I am convinced that cooperation within the scope of eGovernment Switzerland is essential for the coordinated and sustainable establishment of electronic government services. It is for these reasons that in my role on the Steering Committee, I am committed to implementing the eGovernment Strategy Switzerland.»

« Electronically supported business processes increase the efficiency of the administration. Electronic transmission ensures the completeness and seamlessness of business processes and eliminates the administrative burden and sources of error for updates. In view of the continually growing number of tasks the administration currently has to deal with, this automation constitutes considerable progress for the Confederation, the cantons and the communes. As a member of the eGovernment Switzerland steering committee, I consider the further development and optimisation of administrative activities by means of information and communication technologies to be indispensable. Comprehensive digitalisation is one of the big challenges for the public administration, but it also offers big opportunities in the near term. »

«Local authorities shape transport and district planning and cultural offerings, and guarantee public services such as waste disposal on behalf of political circles and the public. In this way, they provide the framework for urban coexistence. The various possibilities offered by new technologies and the internet must be used when doing this job. These possibilities allow the administration to further develop its services and to optimise them in line with the demands of the public and businesses. Towns and cities often have a different starting point for e-government relative to the cantons or the Confederation. I am committed to national e-government cooperation in the Steering Committee so that urban requirements can be taken into account when implementing the eGovernment Strategy Switzerland.»

«Inhabitants' most common contacts with the authorities are with their commune. eGovernment therefore starts at the level of the commune. For political circles and the administration, this potential must be used and an electronic channel must be provided for their transactions. Each commune can structure its online offering according to its own focus areas. However, national infrastructures and basic modules such as electronic identity must be made available nationwide. This requires cooperation between all government levels. With its strategic plan, the eGovernment Strategy Switzerland is based on the subsidiarity principle so that communal, cantonal and national online services gradually complement each other.»

"Digitisation currently affects many areas of our lives. Swiss administrations wish to offer their citizens timely services. In order to achieve this, it is not enough to offer existing analogue services online. Real added value is created for users and also the authorities only if existing processes are reassessed based on an overall vision and redesigned where necessary. Administrative units can also benefit from one another in the process if they exchange information. eGovernment Switzerland promotes this cooperation within the framework of the strategic plan and various events."
