Facts and Figures 2019

Facts and Figures illustrates the development and spread of eGovernment in Switzerland. It shows how the Confederation, the cantons and the communes are progressing in the implementation of electronic government services and how these are perceived by the population and companies.

eGovernment Strategy Switzerland firmly anchored in the cantons

25 cantons have an eGovernment strategy. Only one canton does not have an eGovernment strategy yet. The eGovernment Strategy Switzerland is attracting much support in the cantons. 22 cantons have adapted their cantonal strategies strongly to fully to the national eGovernment strategy.

Online affinity of the Swiss population

The electronic channel is the fi rst choice when contacting the authorities. Of the 36 % of those surveyed who start electronically, only 25 % complete their dealings with the authorities via this channel: the rest mainly complete their dealings in person or by letter. This indicates that many of the e-services offered are not yet fully available electronically.

Use: once online, always online

The majority of the Swiss population is satisfi ed with the eGovernment services offered by the authorities. Once a person has used the administration‘s e-services, they often stick with this channel.

25 % increase in awareness

The Swiss authorities have been able to reduce usage barriers decisively since 2014. Nevertheless, 45 % of those surveyed state that they do not make (intensive) use of eGovernment services because they are not aware of them.

Higher voter participation thanks to eVoting?

Federal Council wants «Digital First»

In the parameters for the 2020-2023 eGovernment Strategy Switzerland, the Federal Council laid down that in future government transactions should primarily be conducted electronically in accordance with the «Digital First» model. For their part, the population and companies want the administration to embrace electronic services.

Companies save CHF 47 million

The SME portal and EasyGov.swiss together generate an annual benefit of around CHF 47 million for Swiss companies. The EasyGov online desk has been online since November 2017. As of the end of 2018, 21 government services were available on the portal and more than 9,000 users have registered.

Trust in eGovernment services

Around 66 % of the population trust the online services of the authorities with regard to personal privacy and data protection. The trust levels of companies in eServices is somewhat lower at 63 %.

Swiss people want to use new technologies

More eParticipation: Swiss authorities are catching up

The Swiss authorities are offering the population more and more opportunities to help shape public coexistence and administrative activities also via electronic channels. In the field of eParticipation, Switzerland ranks 41 out of 193. It has thus moved up 31 places since 2016.

Basic services: significant need for improvement

Switzerland‘s level of development of basic services and infrastructures is well below the European average (CH 24 %; EU 56 %). The reason for this is the lack of basic services such as electronic identity (eID) or shared data directories.

Electronic tax return is top eGovernment service

Both the population (70 %) and businesses (46 %) prefer completing their tax returns electronically.
